Explain the 'overspending': DAP

Taking a few items as examples, Wong said the Water Department was already approved of RM20 million in the State 2013 Budget and they were now applying for an additional RM12 million in the First Supplementary (2013) Enactment of which RM4.5 million would be used to pay off outstanding electricity bills and RM7.5 million would be paid for advanced procurement.
"Isn't this ridiculous? How come the Water Department can owe up to RM4.5 million outstanding electricity bill?" he asked. The other, he said, was on the water tanks where it was being allocated RM4 million for procurement and replacement purposes.
"During the budget for 2013, they knew they needed water tanks worth up to RM4 million, but now they are asking for additional RM8.6 million, more than 200 per cent than the budgeted expense, which has already been spent (before even tabling) and now needed RM8.6 million to pay off the outstanding debt!
"No matter how hard I tried to put it in a nicer way, it still sounded ridiculous and absurd! Spend first, table later. The main point here is why did they use a total of RM12.6 million to buy water tanks?
"Were those water tanks used for election purposes? If so, it actually means that the Government has used public funds for their election purposes, which is so wrong.
"So the Government must come clean with this over-expenditure.
Purchases, repairs and replacements of piping in total can easily add up to RM106 million.
"RM50 million approved in the State budget 2013 and now asking for additional RM56 million. Overspending by more than 100 per cent and the list goes on.
"On the second point, in my opinion, I think the supplementary bill has failed to appropriately prioritise the funding according to urgency of matters affecting our people.
"As the assemblyman for Likas and working around KK areas, I have easily noticed that this supplementary bill has not addressed the need for funds to cope with the issue of lack of parking and traffic congestion within the city," he said.
